Farah Abdallah is an engineer in telecommunications and networks and has a doctoral degree in management of technology and entrepreneurship from Ecole Polytechnique Federale de Lausanne, Switzerland. She is the author of several research and consultancy reports on the use of the Information and Communication Technologies in the development of new strategies and business models, including “Coopetition: Firms strategies and performance”, “ICTS, new services and transformation of the post”, “Measuring postal e-services development: An international perspective”.
Since 2010, she works as expert of electronic postal services at the Universal Postal Union (UN specialized agency). She supports the posts and governments of the UPU to develop strategies and innovative services related to international e-commerce, e-government, and secure e-communication . Her responsibilities include the development of an Internet top-level domain, “.post”, which serves as a platform for the development of international hybrid postal services, integrating the digital and the physical networks based on identity and address management.
Teresa Anderson is an Assistant Director at the Government Accountability Office (GAO). She has more than 30 years experience in providing Congress with nonpartisan analyses and advice on major financial and public policy issues. Since 1996, she has had responsibility for issues related to the U.S. Postal Service and has been involved in congressional deliberations on postal reform. In that capacity she has worked with all the major postal stakeholders including senior postal executives and regulatory officials, and representatives from the mailing industry and employee associations. Recently, she has reported on issues involving the Service’s deteriorating financial condition, reform options for its outdated business model, efforts to restructure postal networks and workforce, outsourcing and labor issues, and the development of modern service standards and measures to monitor the Postal Service’s performance in meeting its universal service obligations. Ms. Anderson has a BA from the University of Illinois and an MPA from Syracuse University.
Dr. V.A. Shiva Ayyadurai, Ph.D. (M.I.T.), an inventor, systems scientist and entrepreneur, in 1978, created the world’s first EMAIL system. In 1993, following work with the US White House, he founded EchoMail, a platform for large-scale email management. Currently, he is Chairman and CEO of CytoSolve, serves in two teaching appointments at MIT in the Department of Biological Engineering and in Comparative Media Studies, and is director of the EMAIL Lab. He holds four degrees from MIT, is a Fulbright Scholar, Lemelson-MIT Awards Finalist, and Westinghouse Science Talent Honors Awards recipient. He is the founder of the International Center for Integrative Systems (ICIS), a non-profit located in Cambridge, MA, which fosters multi-disciplinary systems-based education and research, and to support innovation grants in inner cities. His forthcoming book THE EMAIL REVOLUTION is due in June of 2012.
Jody Berenblatt has been actively engaged with various postal industry related committees for nearly 30 years. Ms. Berenblatt has testified on postal policy matters before the United States Senate and worked on postal issues with the U.S. Postal Service and the Postal Regulatory Commission. She served on the Board of the Association for Postal Commerce (Postcom) for more than 15 years, including serving as Vice Chair from 2005-2009 and as Chair of that board in early 2010. For her work in the postal industry, Berenblatt was honored with the Association of Postal Commerce’s prestigious Stan Woodruff award in 2008. She has been engaged in many workgroups under the Mailers Technical Advisory Committee (MTAC) and, always forward thinking, she remains an enthusiastic supporter of the Greening of the Mail Task Force goals.
In 2012, Jody began working with her old friend and colleague Cameron Bellamy, President and CEO of GrayHair Software, to launch GrayHair Advisors. This new division offers commercial mailers political, legislative, regulatory, and operational guidance through consultative services. GrayHair Advisors navigates clients through the complex postal distribution channel, focusing on postal optimization, USPS compliance, and operational changes to streamline mail delivery. It provides transparency and measurable results in operational efficiency and cost control.
As Director, Postal Commerce and Mailing Operations at Direct Brands, Jody measurably improved enterprise address quality, reduced direct mail expenses and direct mail cycle time. In her previous position as Senior Vice President, Postal Strategy at Bank of America, Berenblatt stewarded the partnership with the USPS to implement innovative uses of intelligent mail data and led collaboration with Royal Mail to launch new “Responsible/Sustainable” direct mail products in the UK market. Prior to that, Berenblatt was Director of Postal Commerce and Distribution at Time Warner, Inc. and earlier held the position of Director, Mailing Services for the Columbia House Company.
Ron Bloom – Until recently, Ron Bloom served as Assistant to the President for Manufacturing Policy where he provided leadership on policy development and strategic planning for the Administration’s agenda to revitalize the manufacturing sector. He led the discussions with the auto industry which resulted in the industry’s support for new standards that will double the fuel economy of cars and light trucks, saving consumers over $1.7 trillion and reducing oil consumption by 2 million barrels per day. He also spearheaded the launch of the Advanced Manufacturing Partnership, a consortium of the nation’s top engineering Universities, leading manufacturing companies and the Federal Government to identify and invest in cutting edge technologies that can be used to help keep American manufacturing globally competitive.
Prior to joining the White House, Mr. Bloom served as Senior Advisor to the Secretary of the Treasury. In that capacity he helped lead the restructuring of General Motors and Chrysler LLC, and then led the Treasury’s oversight of the companies thereafter, including GM’s Initial Public Offering, the largest IPO in US history.
Prior to joining the Treasury Department Mr. Bloom served as a Special Assistant to the President of the United Steelworkers. His responsibilities included the Union’s collective bargaining program in its core jurisdictions, with an emphasis on the particular issues facing the Steelworkers in its dealings with companies facing financial difficulties or undertaking corporate transactions. He also coordinated the Union’s relationships with investors, in both public and private companies.
Prior to joining the Steelworkers, Mr. Bloom was one of the founding partners of the investment banking firm of Keilin and Bloom. The firm focused on financial transactions where employees played a role as stakeholders.
Mr. Bloom was a Vice President at the investment banking firm of Lazard Freres & Co. While at Lazard, Mr. Bloom worked on a wide variety of corporate transactions including mergers, acquisitions, restructuring and divestitures.
Mr. Bloom served as a research and negotiating specialist for the Service Employees International Union (SEIU). While at SEIU he negotiated collective bargaining agreements in both the public and private sector.
Mr. Bloom, 56, was born in New York City. He received his undergraduate degree from Wesleyan University and graduated with distinction from the Harvard Graduate School of Business Administration. He currently lives in Pittsburgh.

James Campbell Jr., is an independent legal consultant and author of numerous papers, books and testimony on domestic and international postal regulatory issues. His recent projects include surveys of national and international postal laws and practices for the European Commission; a study of the history and development of postal law and the postal monopoly in the United States for the Postal Regulatory Commission; advising FedEx on U.S. postal reform and international postal policy; and consulting with the President’s Commission on the U.S. Postal Service. Mr. Campbell began his career as a staff attorney for U.S. Senate working on airline deregulation. In 1976 he joined DHL and led efforts to reform national and international postal, customs, and aviation regulations that impeded the development of the then fledgling international express industry.

Dr. Gene Del Polito has served as the President of the Association for Postal Commerce in Washington, DC for the past 28 years. Gene is highly regarded within the postal community as an effective advocate in behalf of those who use mail for business communication and commerce. Gene has received PostCom’s J. Edward Day Award, the association’s highest honor granted in recognition of “distinguished service to the nation’s postal community,” PostCom’s Lee Epstein Award given in recognition of “outstanding service in behalf of the business mailing industry;” the Continuity Shippers Association Lifetime Achievement Award; the Mail Advertising Service Association’s Miles Kimball Award, the highest award MASA gives to non-members of its association in recognition of his work in behalf of the mail advertising and marketing industry; the Direct Marketing Club of New York’s Mal Dunn Leadership Award “in recognition of his outstanding leadership and contribution to the industry”; the MailCom Franklin Award for “outstanding service in behalf of the business mailing industry;” and the Greater Washington Society of Association Executives’ Monument Award for Excellence in Communications.
Gene serves on the Postmaster General’s Mailers Technical Advisory Committee, and has been a member of a number of Postal Service-industry work groups and task forces over the years. Del Polito serves as Vice Chairman of the International Mailers Advisory Group. He is a frequent speaker at postal gatherings and conferences around the nation.
Gene received his Ph.D. and masters degrees in audiology and speech science from Purdue University in Indiana and his bachelor’s degree in speech pathology and speech communication at Montclair State College in New Jersey.
Patrick R. Donahoe was named the 73rd Postmaster General of the United States of America on October 25, 2010. A 35-year postal veteran, he reports to the Postal Service Board of Governors.
Prior to being named Postmaster General, Donahoe served as the 19th deputy postmaster general ― the second highest-ranking postal official ― and chief operating officer. In his dual roles, Donahoe had responsibility for the day-to-day activities of 574,000 career employees working in more than 32,000 facilities supported by a fleet of nearly 216,000 vehicles. Additionally, he was responsible for mail processing, transportation, field operations, engineering, delivery, retail, facilities and network operations.
As chief operating officer, Donahoe was instrumental in the Postal Service achieving record levels of service and customer satisfaction, significant workplace improvements and a cumulative increase of productivity of over 50 percent since 2001, including seven straight years of productivity gains. The Postal Service has annual revenues of $68 billion and delivers nearly half the world’s mail.
Donahoe entered the Postal Service as a clerk in Pittsburgh, PA, and has had a long and distinguished career in postal operations. His previous officer positions include chief operating officer and executive vice president, senior vice president of Operations, senior vice president of Human Resources and vice president of Allegheny Area Operations.
Donahoe earned a Bachelor of Science degree in economics from the University of Pittsburgh and a Master of Science degree as a Sloan Fellow at the Massachusetts Institute of Technology.
A native of Pittsburgh, Donahoe and his wife have two children.
Ruth Goldway is an experienced regulatory and public affairs professional with expertise in citizen participation, consumer issues, urban planning issues, education and the arts, as well as the mailing industry.
Ruth Goldway was designated Chairman of the United States Postal Regulatory Commission (PRC) by President Barack Obama on August 6, 2009. She was first appointed by President Clinton in April, 1998 to the predecessor agency, the Postal Rate Commission, and twice reappointed by President George W. Bush, most recently in 2008 to serve a third term ending in November 2014. She is the longest serving, full-time, Senate-confirmed Presidential appointee within the Executive Branch of the United States Government. The Postal Regulatory Commission oversees the performance and accountability of the U.S. Postal Service, the world’s largest post and the second largest civilian employer in the United States.
Chairman Goldway has presided over the Commission during a time marked by a record caseload and the implementation of new postal laws and regulations. On her watch, the Commission has issued a number of major decisions including the first Exigency Rate Case, the first Non-Compliance Determination, and Advisory Opinions on Post Office Station and Branch closings, and on Five Day Mail Delivery. She has made transparency a priority, establishing a series of monthly Commission public meetings, which are webcast live, and the publication of a quarterly report on rate and service inquiries. The Commission has responded to hundreds of Postal Service proposals including Rate Requests, Market Tests and Experimental Products and Negotiated Service Agreements, and has carried out its statutory International responsibilities.
Ms. Goldway has written on a variety of postal matters such as Vote by Mail for national newspapers and submitted congressional testimony. She has represented the Commission on the State Department delegation to the Universal Postal Union. Her advocacy and leadership were instrumental in the Postal Service’s adoption of the “Forever Stamp” in March 2007.
Ms. Goldway is a founding member and co-Chair of a networking and mentoring organization, Women in Logistics and Delivery Services (WILDS). She has lectured on the role of women in government, Finnish culture and society, urban planning, and consumerism at universities and professional associations throughout the world.
Ms. Goldway has been a successful advocate on behalf of consumer, women’s and urban issues. She was Assistant to the Director of California’s Department of Consumer Affairs during the 1970s. She was elected council member and mayor of the city of Santa Monica from 1979 to 1983. She helped to found California’s system of statewide farmers markets and expanded citizen representation on state regulatory boards. She served as Founder and Chairperson of the Santa Monica Pier Restoration Corporation from 1983 – 1994.
Ms. Goldway served as Director of Public Affairs at California State University, Los Angeles, one of the nation’s most racially and ethnically diverse campuses. From 1991 to 1994 she served as Manager of Public Affairs for the Getty Trust, the largest arts and education foundation in the U.S.
In Finland, from 1994-1997, as the then spouse of the U.S. Ambassador, she authored several articles that appeared in the Finnish magazine Gloria, organized seminars on women’s issues and assisted in the promotion of American products and services. Her memoirs of her experiences there, Letters from Finland, were translated and published in Finland by Otava Oy in November, 1998.
Born in New York City, Ms. Goldway attended the Bronx High School of Science, earned a B.A. from the University of Michigan and received an M.A. in English Literature from Wayne State University. She is on the board of Tree People and New Visions Foundation and the Center for Sustainable Cities at USC. Her recreational activities include biking, cooking, reading, and travel. Her family resides in Venice, California.
Bernie Gracy is VP Business Development for Pitney Bowes Volly. In his role he helps businesses optimize their customer and channel mix – physical, digital, and brick and mortar – through both biller direct and consumer consolidator channels. He has been a key strategic, business, and technical contributor to dozens of Volly content partnerships and was the architect of the recent agreement between Pitney Bowes Volly and Australia Post.
Bernie started his career as a Casual Clerk for the USPS. He later served 8 years at United Parcel Service where he played a key role in the establishment of their global mobile platform and nationwide vehicle communications network. For the last 15 years he has been at Pitney Bowes in a variety of roles in engineering, professional services, marketing, strategy, business development, general management, and M&A. Bernie played a lead role in the definition of the company’s Customer Communications Management strategy and the subsequent acquisitions of Group 1 Software, Emtex, and MapInfo.
Bernie has a BS in Computer Science from the University of Connecticut, and MS in Computer Science from Rensselaer Polytechnic Institute, and an MS in E-Commerce from the University of Maryland University College. He has two U.S. patents and numerous domestic and international patents pending.
Syed Hoda is General Manager for Cisco’s Emerging Solutions Group and a key leader of Cisco’s Smart+Connected Communities (an initiative to help change the way cities are designed, managed, and renewed to achieve economic, social, and environmental sustainability). Mr. Hoda has responsibility for business strategy, solution development, operations, partnerships, and go-to-market.
Previously, Mr. Hoda was Chief-of-Staff of the Cisco Globalisation Office (Bangalore, India). His responsibilities included globalization strategy development, planning and operations. As a globalization leader, Mr. Hoda was responsible for working with HQ business functions to implement and accelerate Cisco’s globalization strategy at an enterprise level – to fuel Cisco’s next generation of growth, innovation and talent.
Prior to that role, Mr. Hoda was with Cisco’s Internet Business Solutions Group (IBSG). In that capacity, he advised many of the world’s leading companies in achieving business results through enterprise process innovation and the strategic application of technology. While based in Paris, he led the transportation, retail, and consumer verticals for EMEA. Mr. Hoda was an editor of the recently published Cisco publication, Connected Transportation.
Previous to Cisco, Mr. Hoda worked for Cap Gemini Ernst & Young where he led the strategy practice for the retail, consumer, and transportation industries. His areas of focus included marketing strategy and consumer buying behavior. He helped develop a methodology to assess a brand’s market position relative to its competitors – “Consumer Relevancy”, which was the basis for a business publication, The Myth of Excellence.
Mr. Hoda also worked for Kurt Salmon Associates, a global management consulting firm specializing in the retail and consumer products industries. His scope of engagements included business strategy, process improvement, and IT strategy with global clients.
He began his career at International Business Machines (IBM), where he worked in various marketing and sales management positions – most recently as Segment Leader for the Retail and Distribution verticals. Mr. Hoda was also part of IBM’s implementation of a vertical go-to-market model.

Pierre Kacha is the director of the postal practice at decision/analysis partners, an advisory firm specializing in logistics, telecommunication, and the postal/shipping industries. He has over 20 years of experience in operations strategy and management, supply chain management, and the application of information technology and decision support to provide working solutions to complex business problems.
Mr. Kacha has led several complex projects in the postal industry, domestically as well as internationally. His clients have included Canada Post, USPS, Egypt Post, Colombian Post and Italian Post. His engagements covered the realm of the value chain – from acceptance to delivery. Charles A. Prescott has spent his career in international corporate, securities, finance, and new country development law and projects. During his career he has worked in law firms in Tokyo and New York and has been in-house corporate counsel with privately-owned Continental Grain Company and publicly-listed The Reader’s Digest Association, Inc. Following this, he was Vice President, Global Development at the Direct Marketing Association, Inc., of the United States. The DMA is the largest trade association in the world for businesses interested in interactive and database marketing. Since leaving the DMA in 2008 he has continued to represent his several constituencies in numerous US government and international bodies, including the US Department of Commerce, the State Department, the International Chamber of Commerce and the Universal Postal Union. He has served on the Board of Directors of FEDMA (Federation of European Direct and Interactive Marketing) and currently serves on the board of advisors to the Interactive Media in Retail Group in the UK. He also serves on the board of directors of the Direct Marketing Association, Inc. as chair of the Governance Committee.
He represents the Global Envelope Alliance at the Universal Postal Union where since 2004 he has served as Chairman of the Consultative Committee, which consists of private sector associations and organizations with interest in the international postal network, including competitors, customers of and suppliers to the posts world-wide.
As a consequence of his at the UPU, he has developed an expertise in postal operations and regulation, domestically and internationally. His special interests are in postal evolution and digital migration, hybrid mail, and postal fundamentals regarding the business and importance of postal address data and other geolocation data. As a consequence of this last interest, in 2010 he founded the Global Address Data Association, a trade association and advocacy organization dedicated to promoting access to postal and other data and promotion of address infrastructure development in the developing world. He consults with mailers, potential postal partners, and companies active in the international postal, express and logistics businesses.
He also serves on Industry Technical Advisory Committee 5 to the U.S. Department of Commerce, which advises the government on international trade agreements and issues and a similar committee which advises the State Department on postal matters.
He earned his J.D. (cum laude) in 1974 from Harvard Law School, and his A.B. in 1969 from Hamilton College, where he was Phi Beta Kappa. He is admitted to practice in California and New York, and is a member of the American Bar Association, the California Bar Association, and the New York State Bar Association.
He is an author and frequent speaker around the world on direct and interactive marketing developments, postal matters, and privacy and data protection and has authored numerous works to assist data processors to understand and comply with laws and best practices world-wide. His work at the UPU has resulted in engagement in numerous postal issues impacting international mailers, most recently on the critical issues of ETOEs and of addresses and addressing.
He is affiliated with the international legal network Lucerna Juris, a network of data protection lawyers in Europe. He publishes a periodic newsletter, The Prescott Report, covering international postal, trade, environmental, privacy and consumer protection issues and maintains two websites, www.prescottreport.com and www.globaladdress.org.
Fredric V. Rolando was elected president of the National Association of Letter Carriers by acclamation in 2010 during the 67th Biennial Convention in Anaheim.
A member of Sarasota, Florida Branch 2148, Rolando began his letter carrier career in 1978 in South Miami, Florida, as a member of Branch 1071. He served as a steward there from 1979 to 1984, when he moved to Sarasota and soon became chief steward there.
In 1988, he was elected president of Sarasota Branch 2148 and held that post until 1999. From 1992 to 1999, he also served as a part-time regional administrative assistant for Atlanta Region 9 and was director of education for the Florida State Association of Letter Carriers from 1993 to 1999. He was named a full-time RAA for the Region 9 in 1999.
Rolando was first elected to national office by acclamation at the 2002 Philadelphia Convention as director of city delivery, having been appointed to that post in February 2002 by President Vincent R. Sombrotto to fill a vacancy.
During his service in the city delivery post, Rolando had the opportunity “to become familiar with many of the specific issues that affect letter carriers, both common and unique to different areas of the country,” he said. He took a leading role in preparing the union for “future city delivery issues, which will likely include transitions necessitated by changes in the Postal Service itself.”
Rolando’s election as NALC executive vice president by acclamation at the 2006 Las Vegas Convention was another affirmation by his fellow letter carriers of their confidence in his abilities as a leader on the Executive Council.
As executive vice president, Rolando focused on working with the U.S. Postal Service to restructure delivery routes of mail carriers in a manner that protected their contractual rights as employees while allowing the Postal Service to have flexibility to meet the financial challenges posed by changing communications technology and the economic crisis.
In July 2009, Rolando was sworn in as the 18th president of the National Association of Letter Carriers following the retirement of William H. Young.
Rolando has a bachelor of science degree in criminology and psychology from Florida International University.

Through his company E Toime Consulting Limited and based on his broad experience as a senior executive in the industry, Elmar Toime is an independent advisor to the postal sector. He lives in London.
He is chairman of Postea, Inc, a postal technology group incorporated in 2006 and is a member of the Supervisory Board of Deutsche Post DHL, the world’s leading logistics company. He is also a non-executive director of Blackbay Limited, a market-leading mobile solutions service company, and advises a number of start-up firms in the postal and logistics sector.
Elmar was the chief executive of New Zealand Post Limited from 1993 to 2003 where he diversified its business base into new areas of activity, including in 2002 the establishment of a new, full service retail bank, Kiwibank Ltd. This move into banking exemplified his long interest and commitment to extracting value from the post office retail network. In 2003 he moved to the UK when he was appointed Executive Deputy Chairman of the Royal Mail Group, including chairman of the Royal Mail management board and chairman of GLS B.V., a leading parcel delivery company in Europe.
In 2004 Elmar was awarded a life-time achievement award for leadership in the postal industry. Born in Italy, Elmar grew up and was educated in Melbourne, Australia and has qualifications in Science and in Economics from the University of Melbourne.
Marshall Van Alstyne, is an Associate Professor at Boston University and a Visiting Professor at MIT Center for Digital Business. He received a BA from Yale, and MS and PhD degrees from MIT.
Marshall has made significant contributions to the field of information economics, covering such topics as communications markets, economics of networks, intellectual property, and social effects of technology. He designed and implemented one of the first projects to measure how affects the dollar output of individual information workers. He coauthored the first proof that a market could reduce spam and create more value for users than even a perfect filter. His MIT dissertation work introduced the concept of “cyberbalkanization,” describing how IT can integrate or fragment societies. As co-developer of the concept of “two sided” networks he has been a major contributor to the theory of network effects, a theory now taught in more than 50 business schools worldwide.

Paul Vogel was recently named President, Digital Solutions, responsible for launching a new digital solutions group. Paul will be setting up this new business group to formalize and fully support USPS efforts to create digital products and services. Previous to this new position, Paul was President and Chief Marketing/Sales Officer. He was responsible for all domestic and international product development and management, including pricing, placement and promotion. He is also responsible for all Sales. In these areas, Vogel will continue to build a strong new platform of offerings to meet the demands of an increasingly digital world, drive revenue, and improve our customers’ experiences with us. He reports to the Postmaster General.
Vogel rejoined the Postal Service in August 2010 as president, Mailing and Shipping Services. His division is responsible for more than $65 billion in annual revenue.Immediately prior to that, Vogel served as a private sector consultant focusing on international business and business strategies. From 2006 to 2009, Vogel was the managing director of Global Business and senior vice president at the U.S. Postal Service. Previously, he served as the vice president, Network Operations Management, a role that encompassed responsibility for the national network of 350 mail processing and distribution centers, as well as the worldwide transportation network that moves America’s mail.
Vogel began his Postal Service career in 1969 as a clerk/carrier in Boston, Massachusetts while working his way through college. He joined the Postal Service’s Management Associate Program in 1975 and later served in numerous management positions in operations and logistics both in the field and at postal headquarters.
Vogel earned a Bachelor of Science degree in economics from Boston State College and a Master of Science degree in business management from the Massachusetts Institute of Technology Sloan Fellows Program.

David Williams, Inspector General (IG) for the U.S. Postal Service
David C. Williams was sworn in as the second independent Inspector General (IG) for the U.S. Postal Service on August 20, 2003. Williams is responsible for a staff of more than 1,100 employees — located in major offices nationwide — that conducts independent audits and investigations for the largest civilian federal agency that has $67 billion in annual revenues, a workforce of 574,000 employees and contractors and nearly 32,000 retail facilities.
The office is under the general supervision of the nine Postal Service governors and is not subject to any other Postal Service supervision.
In July 2011, Williams was appointed by the Obama administration to serve as Vice Chair on the Government Accountability and Transparency Board. The Board will develop plans to enhance transparency in federal spending and root out and stop waste, fraud, and abuse in federal programs.
In his last position, Williams served as the Deputy Assistant Administrator for Aviation Operations at the Transportation Security Administration (TSA) from August 2002 until August 2003, where he managed the Aviation Inspection Program at federalized airports.
Williams has served as IG for five federal agencies. He was first appointed by President George Bush to serve as IG for the U.S. Nuclear Regulatory Commission from 1989 to 1996. President William Clinton next appointed him IG for the Social Security Administration from 1996 to 1998, and then as IG for of the Department of the Treasury in 1998. In 1999, President Clinton named him as the first IG for Tax Administration of the Department of Treasury, where he directed a staff of 1,050 to detect fraud, waste and abuse. In 2001 President George W. Bush named Williams the Acting IG for HUD, while he was also serving at the Department of the Treasury.
Williams served in the U.S. Army Military Intelligence and began his civilian federal career as a special agent with the U.S. Secret Service. Moving up the career ladder, he served as Director of Operations in the Office of Labor Racketeering at the Department of Labor; the President’s Commission on Organized Crime; and as Director of the Office of Special Investigations at the U.S. General Accounting Office. Williams is the recipient of the U.S. Bronze Star and the Vietnamese Medal of Honor for service in Vietnam.
A native of Illinois, Williams graduated from Southern Illinois University, Edwardsville, Ill., and received his Advanced Degree in Education and a Masters in Education from the University of Illinois in Champaign, Ill. He also attended the U.S. Military Intelligence Academy, the Federal Law Enforcement Training Center and the U.S. Secret Service Training Academy.
