What is the “USO” and why do we care so much about this acronym? It’s not simply another trending management consulting term applicable to every industry. In fact, it justifies and is meant to explain and describe the Postal Service’s raison d’être, or mission as a government entity – its “Universal Service Obligation.”
“The generally accepted attributes for defining the USO include specifying the geographic coverage for postal delivery, frequency of delivery, processing standards, mode of delivery, range of required postal products, level of access to post offices, and rules for affordable postal rates…..In the United States, the USO is not clearly defined. For the USPS’s business model to achieve sustainability, the USO must be defined with greater specificity.”
This statement is a key recommendation of the December 4, 2018 report from the Task Force on the United States Postal System – “United States Postal Service: A Sustainable Path Forward.”
Defining, or at least redefining the USO presents PostalVision 2020 this year with a wonderful opportunity to influence its new meaning. By gathering stakeholders and thought-leaders from all-across the global postal – parcel ecosystem we will consider, discuss and debate the obligations posts have, to not only keep pace, but lead in a new world of accelerating change in communications, logistics and delivery. This is the ideal time to stir up traditional thinking and shake loose new opportunities for posts, service providers, suppliers and partnerships to meet the growing demands of technology driven marketplaces and societies. In such a fast moving, disruptive business environment, the opportunities for innovation and invention of new business models abound.
